The review of submissions of young applicants from Ukraine and help identify the winners of the youth competition is supported. A qualitative survey on the impact of corruption on young people in Ukraine and prepare a report analyzing the quantitative data derived from the survey is prepared and disseminated. The translation of workshop materials, documentation, presentations, and communication materials provided by the GRACE team for the purposes of the workshops is prepared and reviewed. Up to two anti-corruption capacity-building workshops in Lviv, Ukraine, are facilitated and presented. A two-page summary of the workshop(s) to be presented as an outcome document to the representatives of the anti-corruption authorities is produced. The workshop on meaningful youth engagement in anti-corruption work together with representatives of the anti-corruption authorities is facilitated and presented. A report (max. 10 pages), highlighting the key areas of possible collaboration identified by young people and the representatives of the anti-corruption authorities during the workshop and support its translation into Ukrainian is produced.

Duties and Responsibilities
1. Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice. UNODC is also the guardian of the United Nations Convention against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States Parties to effectively implement the Convention. The backbone for UNODC anti-corruption work is the normative framework provided by UNCAC. UNODC possesses extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders. Moreover, UNODC possesses substantial experience in developing technical tools, and disseminating and facilitating exchange of good practices in the fight against corruption. In December 2021, UNODC launched the Global Resource for Anti-Corruption Education and Youth Empowerment (GRACE) Initiative to promote further the role of education and youth empowerment in preventing and countering corruption. The GRACE Initiative builds on UNODC’s successful experience in the field of education, bringing to the international community knowledge and experience gained from working with educators, academics, youth and anti-corruption authorities to foster a culture that rejects corruption. Since its launch, the GRACE Initiative has pilot-tested innovative methodologies and activities in the area of anti-corruption education and youth empowerment and strengthened the involvement of non-governmental stakeholders in anti-corruption work, in line with article 13, UNCAC, and the GRACE initiative’s three pillar approach. In this context, UNODC is seeking a consultant who will carry out the following main assignments. 2. Purpose of the assignment: The purpose of the assignment is to review and identify winning submissions for a youth competition open to young people in Ukraine and support the organization and facilitation of two anti-corruption capacity-building workshops for the winners of the competition, as well as the workshop on meaningful youth engagement in anti-corruption work, bringing together young people and representatives of Ukraine’s anti-corruption authorities. All three events will be carried out in line with GRACE's established methodologies and interventions. 3. Specific outputs to be performed by the consultant: Under the overall supervision of the OIC of TSS/CFB/DTA and the direct supervision of the designated Crime Prevention and Criminal Justice Officer leading the implementation of the GRACE initiative, and in coordination with other CFB officers and consultants as necessary, the consultant will perform the following substantive tasks: A. Support the review of submissions of young applicants from Ukraine and help identify the winners of the youth competition. B. Prepare and disseminate a qualitative survey on the impact of corruption on young people in Ukraine and prepare a report analyzing the quantitative data derived from the survey. C. Prepare and review the translation of workshop materials, documentation, presentations, and communication materials provided by the GRACE team for the purposes of the workshops. D. Facilitate and present during up to two anti-corruption capacity-building workshops in Lviv, Ukraine. E. Produce a two-page summary of the workshop(s) to be presented as an outcome document to the representatives of the anti-corruption authorities. F. Facilitate and present during the workshop on meaningful youth engagement in anti-corruption work together with representatives of the anti-corruption authorities. G. Produce a report (max. 10 pages), highlighting the key areas of possible collaboration identified by young people and the representatives of the anti-corruption authorities during the workshop and support its translation into Ukrainian.
Qualifications/special skills
Academic Qualifications: • An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, public administration, social sciences, education, youth studies, communications, or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: • At least five (5) years of progressively responsible professional experience in anti-corruption, governance, rule of law, civic engagement, youth empowerment, education, or a related field is required. • Experience in designing, organizing or facilitating capacity-building workshops, trainings or interactive learning activities is required. • Previous experience working in Ukraine, including with Ukrainian youth, civil society or public institutions, is required. • Previous experience working in the area of anti-corruption education and youth empowerment is desirable. • Familiarity with UNODC’s anti-corruption education resources and/or the GRACE Initiative is desirable. • Previous experience with the United Nations is desirable. Skills: • Excellent facilitation, presentation and communication skills are required. • Strong ability to engage with young people and facilitate interactive, participatory workshops is required. • Good understanding of anti-corruption, integrity, transparency and accountability issues is required. • Ability to review and assess written submissions against pre-defined criteria in a fair and consistent manner is desirable. • Strong drafting and analytical skills, including the ability to summarize workshop discussions and identify practical follow-up opportunities, is desirable. • Ability to work collaboratively with international organizations, national stakeholders, youth participants and technical experts is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Ukrainian is required. Knowledge of another official United Nations language is an advantage.
